The rare comedy with no cruelty in it. Nobody gets humiliated for the audience, everybody is genuinely competent at something, and it is still funny, which is much harder to write than meanness, and is why it has aged better than almost anything else from its era.
The whole series is one woman trying to turn a pit into a park while a town that keeps voting against its own interests makes it as difficult as possible. Seven seasons, and the thing it is actually about is that caring a lot about a small job is not embarrassing. Skip the first six episodes; the show had not worked that out yet either.
